You did it wrong, d3dcompiler and xinput are both part of direct x and are installed by the same set-up.
Delete any dlls you have manually downloaded and install directx9. -

Did the youtube tutorial make you download random dlls of the internet and place them in your game directory? If you did that, delete them now and stop following shitty YT tutorials. Run this, restart your PC once it's done installing everything.

Aypy simply install Direct X from Microsoft website.
