No abre el plutonium.exe ayuda

El error que tengo es que intento abrir el PLUTONIUM pero no lo abre ni siquiera en 2do plano.
voy a la carpeta games para abrir el PLUTONIUM de ahi y tampoco se abre y es lo que no entiendo por que

Too old build, you need atleast win10 1607+ to run Pluto.

Why tho? Just apply a few feature updates and you're good to go. Could just update to the latest version while you're at it (google media creation tool).
