I did all the mentioned ways but it did not open, why?

Where did you download mw3 from? Also did you recently download any other games from Skidrow/Nosteam/any other 3rd party repacks? If yes, delete them. Run cmd as admin, and copy paste this command in it:
dism /online /cleanup-image /restorehealth.Restart your PC once it's done.
