How to play without an internet connection?

I have all of the supported steam games on steam and all of the dlc for them. I know there is no way to get past the launcher without an internet connection, but on the discord the staff said you can still play the games with the plutonium mod without an internet connection, by making a .bat file or something like that. My question is how do you do play without internet?

Yes but i cannot get past the launcher without an internet connection. The staff in the discord told me its possible to make a bat file with notepad or something, so unless the staff were trolling me, is it possible? I remember before the launcher you could use shortcuts or something

@crimsontide don't know who told you that but offline mode is not something we support yet.
