Creating a map -- where to start?

I can't find anything across the internet that would provide assistance in this. I am not even aware of any custom maps.. but I am interested in creating one if possible.
Any tools?

you cant make any custom maps for black ops 2 only modify the current ones waw and mw3 you can make custom maps
mw3 you need cod 4 and use cod 4 radiant
for waw you need waw radient / mod tools
