Try deleting %localappdata%/Plutonium/storage/iw5 and re-running the launcher.

Issue is due to a arena file in "%localappdata%/Plutonium/storage/iw5/mp" there is a plutonium_dlc4 that should not be that but is apparently there that should of been on just stagging way back but that is the reason for your out of memory error crash.
