My suggestion would be check your anti-virus & if windows defender is on turn the damn thing off completely if you already using an anti-virus. Windows Defender has caused me MORE damn headaches than anything I have ever encountered because Microshit has become more and more possessive over what it will and will not allow and I can't even begin to list here the number of programs it's blocked trying to tell me it's malware or a virus. The number of false positives I get from it is just infuratating especially since it is notorious for blocking games that have been altered/modded from their original form like IW4x or Plutonium.

Like Hannes said, this error is typically caused by antivirus software. Did you restart the pc after uninstalling avira? Can you post a screenshot of your windows defender exclusion settings? (https://plutonium.pw/docs/antivirus/#how-do-i-fix-this-windows-defender)
