This error can be caused by poor internet connection.

Make sure you don't have any firewalls blocking Pluto. Try restarting your router. If that doesn't fix it, change DNS (https://www.windowscentral.com/how-change-your-pcs-dns-settings-windows-10) or use a VPN.
