Uninstall webroot, restart your PC and run the launcher again.

I am not sure what "webroot" is but I do not have it installed and I am having the exact same issue just less things uninstalled. Was working fine and did a apps and folders reset on my PC and now I cannot use the launcher?

BigSpez what is an "apps and folders reset"? Make sure to exclude the pluto folder in appdata from scanning in your antivirus software: https://plutonium.pw/docs/antivirus/
