I've tried to download BO3 torrented before, and my mom got an email from our provider, because I didn't use a VPN I want to make sure that plutonium doesn't need a VPN because I don't feel like getting in trouble with the law yk. I just want to make sure, that I don't need one to access T6, IW5 and T4.

In your opinion: is getting a 60$ game for free legal or illegal?Plutonium itself is legal and won't get you in trouble.
Torrenting a paid game for free can get you in trouble.Either use a paid VPN that supports torrenting/P2P and configure it properly or buy the game on Steam.
If you do that you will not get into trouble.
