The program cannot start because XINPUT1_4.dll is missing from your computer. Try reinstalling the program to fix this problem.
How cam i fix this?

You can fix that by upgrading to Windows 10 or 11.

LB-RuthlesS by buying the game on steam. You need windows 10 or 11 to run plutonium.
