Friends cant join to my Server (Heartbeat is Successful)

Hello,
my Friends cant join my own server. I can join and configurate it but they cant join. I think it has something to do with the port forwarding. I opened the ports from my internet provider and firewall but nothing happens. My Network connection in windows is on public. I also activated upnp. Does anyone have some tipps that i could try ? If you want any screenshots or more information let me know

He gave his local IPv4 to his friends instead of his public IP.
Since his friends are outside of his network the IP wasn't valid.
To connect to devices outside of your network you need to connect to its public IP. Local IP is local only
