How to adjust xp and gun xp on my server

I've been trying to edit the xp rate on my server yes I do know unlock all is a thing but i enjoy leveling. I was going to try and make it double xp on my server but i haven't found a way that works to do it. I tried adding scr_xpscale 2 scr_gunxpscale 2 to both my dedicated.cfg and my dm.cfg but no dice it still gives the vanilla xp and it isn't modified. Anyone know why it isn't working or am I just doing it in the wrong spot anything helps thanks in advance!
