Is the launcher supported on win8.1

Hey so I am playing mw3 with help of this launcher from 4 months, so what I am unable to understand is whenever I install latest plutonium.exe it updates the launcher than when I open it just becomes white and freeze for 3 sec than says not responding. I cant think I can upgrade my windows up to it, cause windows 10 doesn't support my pc. It just crasher and give low framerates
