My Server won't start (0xc000007b)

I tried to create a dedicated Black Ops 2 Zombies server, but each time I try to boot up the server I got this error message. I have already installed DirectX and I have looked on countless forums but I don't know how to fix this.

Did you already follow the troubleshooting steps? It really is the same thing as with the client.

I have downloaded and installed the "Redist-Installer" batch file, so all the right software is suppose to be installed on my computer. I also see people on other tickets refer to "reshade" whatever that is. Where can I find this reshade folder, and am I suppose to delete it?
