Have u downloaded it from the redist folder in pluto_t4_full_game\redist

if you have already installed directx, then consider checking the validity of game folder.
in the launcher, choose game settings, and set the actual directory of the game.
once you start seeing folders like pb, main, zone, set the directory and relaunch.
