Black ops 2 server is not available at this time. happens every now and then, how to fix?

hindercanrun it is allowed through firewall. The game sometimes works and sometimes it doesn't. Also, I tried pressing f10 to browse the servers and I was able to join one. But when I successfully join a game a message saying "downloading game settings" pops up and never goes away.
