What mods does OP Gold servers use?

I'd like to add the ability to use !give to hand out points to my teammates on the higher rounds, and possibly have people spawn in with 5000 points if they join past round 15+, similar to how the OP Gold servers do. I'm just not sure what mod it is that they used to achieve it, or if it's even possible for me to do so. Do I edit my dedicated_zm in a certain way, or is there a specific mod like Zombies++ or BO2 Remix that allows me to do it?

OwN Avenged your gonna have to somehow find it or a different version(which is very unlikely) or make it from scratch
