Server doesn't appear in server list. What's the issue?

I just started a normal dedicated server for playing with my friends. I can't see it. What's the issues? I'll give information if necessary.

Are you hosting the server at home or on a vps?
If you're hosting it on a vps all you need to do is make a firewall rule to allow traffic through whatever port it's running on.
If you're hosting it at home you need to forward the server's port in your router, however be aware that if you start the game before you start the server the server will be running on port 4977 but if you start the server first it will run on 4976 (the console will tell you). To avoid this you can set it to start on a different port in the startup parameters (anything but 4976).
