Just based off of one (not that sketchy) clip, Plutonium staff cannot really ban that guy. This is my opinion, and staff will check up on it better.

I don’t see any cheating -
I can understanding why you'd think he's cheating but really what he did is just what a decent/good player does, predicting your enemies position + he might have just heard how much steps you did since that platform does a lot of noise and therefore deducted how far you were which isn't hard
This is clearly not enough to get someone banned for cheating, this doesn't prove anything
