For some reason I can't download or get the Bo2 to launch on OMEN pc.

I've done the steps and watched videos to download what I need but still no luck. I keep getting a system error message saying something about a code execution cannot proceed due to a XINPUT1_3dII wasn't found. I just want some help for someone.
