Plutonium.exe doesn't respond

Plutonium.exe doesn't start, doesn't show any errors, doesn't even show up in the task manager, in general it doesn't respond to startup at all.

Resxt I have windows 8.0, is plutonium supported on this version?

The minimum version is 8.1 (latest version fully updated AND with the required redist installed)
