Plutonium.exe will not start. Help please

Hello people, I downloaded Plutonium.exe from you and I am having the same issue as the above.
I have tried all suggestions in OP’s post and I still cannot get it to launch.
Things I have done:-
1)Installed IW5 base game from my Steam Account
2)Verified game files for both Solo and Multiplayer
3)Copied game files and placed it in c://Modern Warfare 3-Pluto
4)Download Plutonium.exe and placed it in above mentioned folder
5)Allowed exceptions in Windows DefenderWhen I double click the program nothing happens.
This is on Windows 10 with a clean hdd with the exception of Steam installed and no antivirus.
I would really appreciate your help on this one as I have done everything else I can think of, including search engines.
