verify your game with steam as it seems as you are missing files to do so open steam
go to library
if you downloaded if via dedicated server then you want to make sure the tools are selected
Find the call of duty mw3 dedicated server right click it and go to properties
go to Local files tab and select verify integrity of tool files
and you should be golden
