Problem with the launcher

I had already installed and played BO2 plutonium and then I removed it. Now trying to install it again a message like it is displayed

same problem here, it doesn't create a folder on appdata vpn doesn't work and redownloading doesn't help either

try to go to ur HD or the place that u downloaded plutonium files and delete it, restart ur pc and download again, reply this after the process and tell me if it worked.
