Can't launch BO2/BO1

I recently got a new PC and Pluto wont work on it, and yet on my old PC, it works perfectly fine. I did all the steps and stuff required, even tried it with a steam copy of BO1 to double check I wasn't doing something stupid. But it wont work for some reason. It opens the console and just closes its-self. I think it could be cause I'm on Windows 11 but I cant figure it out. If anyone can help out I would be really grateful.
