mule kick missing from shangra-la when i play it on my server

for some odd reason, mule kick is missing from the map when i play on my server even though it's present on all other maps on the same server (i.e. call of the dead, five, ascension, moon etc.) i followed the server guide to a tee and it clearly is present on the other maps so why is it not there on shangra-la? is this just a known bug or is there a way to fix this?

scr_zm_extra_perk_all "1"
