Dedicated server does not appear in server browser list in the game

I was trying to create my own server. I did everything, enabled port forwading for 4976 and 4977, enabled firewall and used server key. I can enter in the server by typing "/connect localhost:4977" in console, but the server will not show up in servers list.

You not seeing your own server can be normal. What matters is whether others outside of your network see it or not.
Also what is the port in your bat set to? -
