Black Ops 2 Mapping?

This is a general question, there are a few 'map edit' mods around, but last I checked there was no publicly released mapping tool for Black Ops 2 like there was with World at War and Black Ops 1/3, whether directly from the devs or not. Are BO2 custom maps using a map editor or are all the creators doing is editing some file of x/y/z placements of prefabs (perks, player spawn, mystery box, etc.)?

PocketWatcher They are just doing a map edit. Actual map tools have not been created or publically released yet. I'd say there is still a lot of research to do before that will be possible

BO2 Mod Tools do not exist.
All these mods are done through GSC.
