I reset my pc recently due to it not working correctly. So I did a reset on it (I still have all my files its just all my apps got deleted)
When I tried to boot up plutonium launcher it said repeatly:
"The code execution cannot proceed because MSVCP140.dll was not found. Reinstalling the program may fix this problem."
When I pressed OK. It said this:
"The code execution cannot proceed because VCRUNTIME140.DLL was no found. Reinstalling may fix this problem."
It repeats a 2nd time if I press OK again.

I tried to reinstall the launcher from the website and it still doesn't work.

I know that some dll file is missing its just I don't know where to find it or get it.
    (No crap sherlock)
    Please help. Thank you.

You could simply search these dll names on our Discord or forum or read pinned messages or even Google it. This has been answered thousands times already
