Cant run plutonium.exe after a fresh windows 10 install

I have played with plutonium before, but had to do a fresh windows 10 install. I installed it from the right place and when press the exe it loads for a couple of sec and then doesnt open anything.
Any fixes do this?

No, it doesnt open at all
