Error code 4 when trying to run launcher

Can't open the launcher at all, any time I go to run it comes up with this error "Self-protection failed. Error code: 4".
Have deleted all old versions of plutonium and downloaded the redist stuff but no help there.
Have tried turning off anti-virus and downloaded the launcher again but still nothing.
Any ideas on what's causing this and how I can fix it would be great thank you.

nacify list every antivirus and security tool you have installed even if it's not running
Also any software that could mess with running processes? Like a process monitor, process "optimizer" or whatever uncommon software you may have -
Resxt i only have windows defender and ccleaner for security, and no other programs for antivirus or software that changes processes.

still haven't worked it out.
have tried running launcher with windows defender off,
the only thing i could see messing with it would be riot vanguard that i've also stopped but still no luck there.
don't have any other anti virus or apps running in the background that would affect this so not sure what to do there.
i had this running a year or two ago fine on this same computer, obviously things change since then but yeah not sure what. -
