Missing DLLs

Made a brand new Windows Server 2022 VM in a Hyper V Server 2019 machine for hosting my bo2 server and before its able to launch I get the errors :
"The code execution cannot proceed because XINPUT1_3.dll was not found. Reinstalling the program may fix this problem."
and
"The code execution cannot proceed because D3DCOMPILER_43.dll was not found. Reinstalling the program may fix this problem."
I checked to make sure DirectX was installed using dxdiag, and it is, so I'm not sure what the fix is or if anyone else has had this problem. It should also be noted that the server is fresh with updates installed
I have also run DISM to try and reinstall any broken files, but I dont believe it found anything

You need to install DirectX 9.
