How do you keep the launcher running in the background while a game is booted

In order to get steam to count the hours played while in game, I've renamed the plutonium launcher to blackopsmp.exe and changed the name of the original to nonsense. By doing this, for most games with alternative launchers like Skyrim under the SKSE mod, it'll boot and count the hours of the mod or alternative launcher as though it were the real game. For Plutonium, that's only the case for as long as the launcher is open, then steam fails to count time played as soon as you choose the core game you want to boot through plutonium.
I was wondering if there was a way to keep the launcher open while the game was also open in a way similar to how Arma 3 keeps their launcher open in the background so that steam hours could be counted. I have no idea if this method will actually solve my problem, but I'd like to try and see if it works.
