I can't lunch the .exe file

Hi, I just download the plutonium.exe file and when i try to run it I have this error popup can someone help me ?
(i'm sorry if there is already something about this error but i couldn't find it in the forum)

It's not a known issue and there won't be a fix since it's an issue on your side.
You don't have admin perms or bad folder/path or network issue etc
