Trouble downloading Plutonium

I followed the guide on the website, and everything was fine until it got onto "Downloading bin/WebCore.dll," and then it just froze there. I waited for like a solid 5 minutes and it wouldn't move. My laptop isn't bad and I know it can run it, I'm just confused why won't it download properly.
