Friend Gets Error Connecting When Trying to Play Custom Games

I have followed the Plutonium instructions exactly by setting up UPnP and Port Forwarding. Sadly my friend every time we get into a party and start a custom game it kicks him and says "Error Connecting to Server." I had him screen share and all of his setting follow the instructions as well (he is not port forwarding). He can play on servers via the browser and solo. Only when he tries to play custom games with me it doesn't work. We can get into parties move through all of the menu but never load into a game. We have tried "connect IP" and that also did not work. His network is private, the blocking apps checkbox is unchecked, and he has allowed plutonium and BO2 through the firewall. He has the game through steam and I thought this may be the problem but we have another friend who runs it through steam and he has no issue. Does anyone know what we could do?
