"Setup" doesn't download the game files for you, it just requires you to select your game dir on first launch. On consecutive launches, if you wanna change the dir, you do it through game settings. It's not a "problem".

Get the game files from Steam.

HannesC Went into this thread to confirm with myself basically what you said as I was about to buy the Steam version anyway since it's only $20, but I had a follow-up. I've seen people on Steam and Reddit say that Plutonium has all the DLC for free. Is this something that used to be a thing and now requires pirating those files, or will I have access to all DLC upon launching the game using Plutonium?

Pluto unlocks all DLCs but you have to get the actual DLC files yourself. You can buy them on steam or get them from somewhere else but we no longer provide any links to game- or dlc files.

This Attachment was to visually show you what to click to find your BO2 Folder. Like Dss0 said. Pluto will take it's part to unlock the DLCs and allow you to play them. But getting the actual files is entirely your part. So is the installation. When it says "Setup" (like they also said) it means Pluto will find your BO2 Pluto folder (it will not install any files and has not done that ever. You have to find the pluto_t6_full_game or buy the Call of Duty Black Ops 2 game folder yourself).
