Bubbles youre right to a degree many sites such as dc, insta, FB, and most games are down but when I use a VPN they're available which I am also using for pluto and it still says this.
I merely switched my VPN option to OpenVPN and it now works. Because a lot of servers don't allow a VPN I'm just simply going to do this through my phone and a certain proxy app.
So in conclusion you're correct, just that certain VPN options didn't help.
