I can not open Plutonium Updater

When i wanna open Plutonium Updater it will load 2 second will be get close i was turn off my firewall and Windows Defender and run administrator and delete Plutonium folder but not worked pls help me

Xerxes I tried troubleshooting. it say:
an unexpected error occurred the troubleshooting wizard cannot continue.
then i tried Windows Update Service run next Cryptographic
service then i tried flushdns cmd and netsh winsock reset and not working -
