Can anyone with experience creating a plutonium black ops 2 server take a look at this? Ive spent some considerable time, but I cant get the server working. I have port forwarded, created appropriate firewall rules, tested with a disabled firewall on my pc, followed the relevant guides, etc:

Still cant get my server to work 🤯

Those port test sites can only test TCP ports and CoD only uses UDP.
Only real way to test it is trying to connect to it / query it with a different connection.

You are hosting at home and trying to connect from the same network?

Then your router probably lacks NAT-Loopback which would allow you to connect to self hosted services from your LAN.
If you start the server and tell me the server name I can take a look at the server list.

Seems like your set-up is correct.
