plutonium launcher not opening after windows reinstall

had some unrelated issues with my computer so i reinstalled windows 10, everything went smooth until i tried to install the plutonium client.
when clicked it has the cursor spinning circle for a second and then thats it, no other signs of it opening.
did all my updates, got all my hardware drivers installed, restarted after all updates completed and nothing seems to work.
i had it working and installed before the reinstall of windows. any help would be appreciated. not alot has been helpful on the discord. thanks in advance for any help
