iwi dds converter Fatal error -16

I recently decided to download some camo packs, and I went with the TGM's bo1 camos pack because it had many great camos to use, and when I tried to adjust the camos and convert it with the iwi dds converter it kept showing the Fatal error -16. I tried changing the compatibility mode and making a shortcut to always run as administrator but that didn't help at all.
