i assume you downloaded the dlls manually? That's not going to work, delete them and install this instead: https://www.microsoft.com/en-gb/download/details.aspx?id=48145
Also the initial error may have been caused by your antivirus software falsely flagging the launcher: https://plutonium.pw/docs/antivirus/
