whenever i go to the "sync" button in the "steam games" tab on my plu profile it does not do anything and i want to link my steam to plutonium before the changes come

Your profile and game library must be public for that method.
You can also verify the ownership in the launcher if you have Steam installed.

Late to this thread I know, but is it possible to set my Steam profile back to private after successfully syncing?

Yeah, you can do that but won't be able to sync again until you switch back to public.
