Used (i5 9th, 16gb ram, 1660 super) easily at 1080p

However using (i7 6th, 16gb ram, 3050 low profile)

Runs games well but on like bo4, had to set up the game (720p low) first, then copy the files and then change the user name and place in Necules.

Else it would try 1440/1080p extreme (x2 times) and wouldn’t be able to run or 1x would run at 60fps while the other would struggle to get like 10 fps. Hope this helps

There’s also clients mron (abandoned now) and t9 (cold war, only offline support but hopefully they pick this back up)

This has nothing to do with plutonium since the servers are community hosted. Your best option is to contact the owner of the server you're playing on and ask them to whitelist your VPN's IP address. The main reason most community servers don't allow VPNs is that bad actors can use them to bypass bans, among other issues.

TV-MA as for "criticism" the issue you're mentioning is a game issue that's on Steam too so go ask Activision/Treyarch to fix it if anything

Most likely because your ISP allows its users to post spam online.

Maybe reinstall plutonium and if that doesn't work, make sure your bo2 files aren't corrupted
