Reshade or similar support for LAN mode

I understand blocking reshade in Online mode, but I do not understand why its blocked in the LAN mode? I want to do high round attempts on stream and I want my game to look good with reshade or a similar program that let's me add post processing effects. There needs to be an offline mode that allows reshade to run. I do not understand why it would not be allowed to run in LAN/offline mode.
I don't care if there's an entirely separate launcher I need to install that has all online functionality completely removed, as long as I can run reshade on offline solo matches. Does nothing like this exist? I've only ever seen staff post the generic response "security reasons" which once again makes sense if I launching it in online mode, but ffs LAN mode should not be limited.
