Having the same issue, resetting my pc now, also before resetting i deleted all the pluto data from %localappdata% ill update this comment if i fixed or not

fixed by deleting %localappdata% then resetting my pc to default settings, it will erase some apps, but it worked for me, also re download the pluto launcher and bo2 torrent file all over again fresh.
