Having problems with my launcher.

Was recommended Plutonium by a friend, downloaded it and worked perfectly the first time we played. Next time I tried opening the launcher, recieved the following error message:
Tried several days running and tried uninstalling then reinstalling the launcher to get the same result. -
Does plutonium run in the background?
The message is pretty clear about what the issue is.
Can you use a 3rd party tool to look up which process has a lock on the file?
