Steam game verified on account that is broken / cannot receive password reset email

My steam game is currently verified on an old account which I cannot seem to receive a password reset email to.
Please assist - let me know what information you require

Upon attempting to verify the game on a new account it states that my steam has already been verified on another plutonium account.
